Under the China-Peru Belt and Road cooperation framework, the SAN MIGUEL consortium led by China Machinery Engineering Corporation (CMEC), a subsidiary of Sinomach, initiated Peru's largest livelihood water supply project in 2021. The project adopts an innovative three-in-one model — integrating infrastructure development, employment creation and capacity empowerment. It involves 1,580 kilometers of water supply pipelines and has created over 20,000 local jobs, with construction progress now exceeding 90%.

Upon completion, local water supply coverage is projected to reach 92% and household water expenditure will drop significantly — offering a replicable Chinese solution for resource-scarce cities.

Localized talent system and community engagement

The project has established a localized talent system of training, employment and promotion, opening entry-level positions to local community residents. A dedicated women's empowerment program — with adjusted working hours and pre-job training — has lifted the proportion of female employees to 56%. To date, the project has generated more than 20,000 local career opportunities, achieving a win-win outcome of project construction and livelihood improvement. 

Long-term inclusive development benefits

The project's comprehensive social benefits are gradually taking shape alongside steady construction progress. Upon full commissioning, per household daily water supply will rise from 30 liters to 120 liters, and water supply coverage will expand from 37% to 92%.

Improved sanitation conditions will also help significantly reduce the incidence of childhood diarrhea. The average annual household water expenditure is expected to fall by 62%, freeing up household funds for education, healthcare and vocational skill upgrading.

For its tangible results in breaking the cycle of poverty, the project was recognized as a "Global Best Poverty Reduction Case" at the 6th Global Solicitation on Best Poverty Reduction Practices in late 2025 — serving as an international model for inclusive development driven by infrastructure improvement.
